My Golden Retriever has very dry skin. Can someone tell me what to do to try to cure his problem skin?

His skin is so dry that it looks like he actually shed. He has not been neutered, and he's always hot spots. I've had him to the vet several times and they give him antibiotics and antihistamines, which help, but if the drugs are done, it's back to square one. I would like some advice from someone who is Golden and their special Needs known. Thank you!
